Hover restraint
Hover is the highest-frequency event on a desktop. Anything that moves on hover moves hundreds of times an hour.
A hover changes background or colour and nothing else. Where something does shift, the spatial delta between the default and the hovered state stays within two to four pixels; a hover that visibly rearranges a row is a finding. Hover-revealed secondary actions are allowed on desktop only with a persistent affordance showing they exist, and keyboard focus reveals them too.
The one exception on this site is the stack: the cards fan a little and the front lifts eight pixels. That is a preview of what opening will do, it is the least frequent hover on the page, and it is gated behind `(hover: hover)` so touch never sees it.
- Surface and ink, not geometry
- Under 150ms on opacity or colour for anything high-frequency
- Gate hover behind `(hover: hover)`; touch has no hover
